There are several ways in which people give permission in English:
My mother allows me to smoke.
My mother lets me smoke.
My mother says I can smoke if I like.
Not allowing something can either be prohibition or not giving a choice.
MAKE SOMEONE DO = NOT GIVE A CHOICE
David's mother didn't let him play on the computer until he had done his homework.
MADE
David's mother (1) his homework before he played on the computer.
